清远市“三线一单”生态空间划定研究

摘  要：选取广东省清远市作为研究区域，开展生态空间划定研究，采用《“生态保护红线、环境质量底线、资源利用上线和环境准入负面清单”编制技术指南（试行）》《广东省区域空间生态环境评价技术方案》明确的方法以及技术路线，划定清远市生态空间8 529.68 km2，占全市陆域面积的44.80%。

Abstract： Qingyuan City， Guangdong province was selected as the research area to carry out the research on ecological space demarcation. By adopting the method of "Ecological Protection Red Line， Environmental Quality Baseline， Resource Utilization Upper Limit and Ecological Environmental Access Negative List" and "Technical Scheme of Regional Space Ecological Environment Assessment in Guangdong Province"， a total of 8 529.68 km2 of land ecological space was delimited， accounting for 44.80% of the land area of Qingyuan City.

以改善生态环境质量为核心，衔接经济社会发展战略，系统评价区域空间生态环境结构功能属性、基础状况，科学确定生态保护红线、环境质量底线、资源利用上线，编制生态环境准入清单（以下简称“三线一单”），在一张图上落实环境质量目标管理、资源利用管控、生态环境保护要求，环境管控单元编制生态环境准入清单，构建环境分区管控体系[1]。（剩余4931字）
