Current status and prospects of fisheries rule of law in Liaoning Province

Abstract：Fishery rule of law serves as a crucial pilar for developing the fishery economy and revitalizing fishing communities. To understand the current status of law-based governance and revitalization of fisheries in Liaoning Province，better implement the CPC Central Committee’s decisions and plans for modern fishery development，enhance the quality of Liaoning's fishery sector，and meet the people's demand for high一quality aquatic products and a sound aquatic ecological environment， field research was conducted focusing on two dimensions： the development of rule of law in fishing villages and the legal management of fishery resources. The study analyzed how Liaoning protects fishery resources，safeguards fishermen’s rights，and strengthens law-based governance of fishing communities from three perspectives—legislation，law enforcement，and administration of justice. It summarized existing challenges and proposed development strategies for advancing fishery rule of law in the next phase.
