Abstract：Currently，the nation places high importance on the high-quality development of the marine economy. As one of the first batch of coastal open cities， Nantong possesses advantageous conditions for developing its marine economy.This paper refers to the five major indicator systems for high-quality marine economic development. By analyzing the internal and external driving forces as well as constraints affecting Nantong's marine economy，it explores the mechanisms and pathways for high-quality development from the perspective of new development concepts. The study aims to cultivate new growth points for Nantong's marine economy and provide an“Nantong model” with significant reference value for Jiangsu's efforts in building a strong maritime province.
