Abstract：The high - quality development of the sporting goods manufacturing industry is the core engine that drives the transformation and upgrading of the sports industry and supports the strategy of becoming a sports power. Through literature analysis and logical reasoning， this paper extracts the main performance dimensions of the high - quality development of the sporting goods manufacturing industry empowered by new productivity，and explains its enabling mechanism. Research and construct endogenous power composed of technological innovation，talent and knowledge capital，and marketing transformation，and exogenous power is supported by the composite driving force formed by policy support，industrial transformation，and market demand，and systematically deconstruct the dynamic coupling relationship of high - quality development. In view of the challenges of insufficient independent innovation of core technologies， lack of deep integration of digital technologies ， shortage of compound talents， lagging system coordination and difficultiesinthe transformation of small and medium - sized enterprises，the research proposes to achieve kinetic energy transformation and efficiency improvement through linkage paths such as system optimization， government - industry co - governance， industrial chain integration， deep cultivation of digital tracks， creation of intelligent business cards，talent introduction， education and retention，and closed - loop training of schools and enterprises. The study emphasizes the need to balance“new quality” and“tradition”，avoid the disconnection between theory and practice，and provide a theoretical basis and operational decision - making reference for breaking the bottleneck of the transformation and upgrading of the sporting goods manufacturing industry and systematically promoting high - quality development.
