Abstract：[Purposes] This paper aims to analyze the challenges and bottlenecks in scientific and technological achievement transformation in China，compare the similarities and differences between China and the United States in the establishment and operation of Proof of Concept Center （PoC），and explore how this new model can play a greater role in the practice of scientific and technological achievement transformation in China.[Methods]First，by combining the characteristics and difficulties of scientific and technological achievement transformation in universities and research institutes，this paper analyzes the promotion mechanisms and limitations of institutions with achievement transformation attributes such as technology transferoffces，university science parks，andangel investments inserving achievement transformation.Furthermore，it studies the advantages of the Proof of Concept Center compared with other achievement transformation institutions.This paper deeply analyzes the characteristics and achievements of China and the United States in the construction and operation of the concept verification center， and compares the Proof of Concept Centers of the two countries from the dimensions of the sources of funds，initiation methods，power ownership，operation mechanism，operation years and other dimensions.
