部分外国档案法律中关于档案工作人员规定的分析与启示

摘  要：本文对澳大利亚、爱尔兰、比利时和法国档案法律中涉及档案工作人员的规定进行总结和分析，提出明确档案工作人员的实际指向与法律身份、夯实档案机构领导人或责任人的主体责任、充实有关档案工作人员的法规内容等三点启示，为学术界开展相关研究和立法者制定档案工作人员法律规定提供借鉴与参考。

Abstract： This paper has summarized and analyzed the provisions concerning archivists in the archival laws of Australia， Ireland， Belgium and France， putting forward three enlightenments： clarifying the actual direction and legal identity of archivists， strengthening the responsibilities on leader and first responsible person of archival institutions， and enriching the ordinance contents regulating the behaviors of archivists in anticipation of providing references for studying relevant researches in academic community and making the legal provisions of archivists.

本文依据国家档案局政策法规研究司编写的《境外国家和地区档案法律法规选编》，选取书中对档案工作人员有明确法律规定且代表性较强的澳大利亚、爱尔兰、比利时和法国（以下简称四国）的档案法律，对其中涉及档案工作人员的规定进行总结和分析，提出完善我国档案工作人员立法规定的三点启示。（剩余8171字）
