论法律规制下的档案“用有度”特征

——新修订《档案法》的规制解读之二

摘  要：新修订颁布的《档案法》将档案的封闭期缩短至25年，扩大了档案的开放利用。本文以新修订《档案法》开放利用限制为解读对象，重点探讨了法律规制下档案“用有度”的含义、主要特征及新修订的《档案法》对档案“用有度”规制的主要内容。

Abstract： The newly revised Law of Archives shortened the closed period of Archives to 25 years and expanded the open use of Archives. This pager takes the newly revised Archives Law as the object of interpretation， and focuses on the meaning and main features of the 'Restrictions on the Use' of Archives under legal regulation， and the main content of the newly revised Law of Archives on the use of Archives.
