AbstractInresponsetothelow-levelhomogenizationdevelopmentinChina’scentralizedregenerationfieldofwasteactiated carbon，thissdyombsthcoomicalisdmpicalidustralseachtoealtheciticaltlnecks：isuit stabilityofpyolsisgenatiotholoatthcallevellackoftaceabilitystesfoastebonattlatoel andstructuralovercapacityatthemarketlevel.Afterindepthaalysisofintrnsiccauses，itiselievedtatcognitivelitatios， absenceof technicalevaluationsystems，deficienciesinengineringsupervisionmechanisms，andisuficientotizationofdefectclosureandperformanceassessmentsystemsareidentifiedaskeyconstraintsonindustrialdevelopment.Basedonthesefindings， countermeasuresareproposed，includingestablishingascientificdecision-makingsupportsystem，implementingatrpartite colaborativegoveranceframework（goveentnterpristhethirdpaty）ndeancingtechologicaliovatiocapabilities. These measures provide theoretical support for industrial technological upgrading and eficient resource recycling.
