Abstract： The 13 Hupiao held by the Qinghai Provincial Archives all pertain to Xunhua Ting during the late Qing Dynasty. Based on their content，they can be categorized into commercial and non-commercial types. This study also examines issues such as the format of the Hupiao andthe application procedures.Hupiao serveas crucial evidence of the Qing Dynasty's local governance practices in multi- ethnic regions of Northwest China.Rich in local social information， theyhold significantvalue forunderstanding late Qing-era commerce，grassroots administration， and monastery economies within the Xunhua Ting jurisdiction.
