Abstract:The national security clauses within the archival legal system,through their legislative authority，explicitlydefine the fundamental relationship betweenarchival workandnational security.To demonstrate the national security value of archival work in the new era，this study interprets these clauses through the perspective of legal functionalism. Employinga"micro- mesomacro"analytical framework,itsystematically ex. amines the functional value of national security clauses:at the micro level, their role in optimizing archival managementpractices;at the meso level，their systemic integration function within the archival legal system;at the macro level,their contribution to conceptual innovation in archival gov ernance.Furthermore,based on clarifying the value of these clauses within the archival legal system，the study elaborates on their functional dimensions across different security paradigms: their safeguarding function under the traditional security framework;their governance function within the social security context;their service function in the realm of data security.
