Abstract： Against the backdropof widespread adoption of emerging information technologies and the ongoing implementationofnational digital strategies，the digital-intelligencetransformationof archivallinstitutions has emerged as a critical topic in the development of the archival profession.This study traces the conceptualevolution from digital transformation to digital-intelligencetransformation，clarifyingthe theoretical connotationsofarchival institutions‘transformation.Itidentifies keycharacteristics of this transformation， including its systemic scope， integrated approach，businessmodel reconfiguration， data orientation，Al-driven processes，and ecosystem integration.Furthermore，the paperproposesapractical frameworkthat encompasses internal transformation logic，maturityassessmentmechanisms， multi-technologiesintegration，andanecosystem-based support system.The aimis to provide theoretical guidance and strategic direction for archival institutions seeking systemic restructuring and sustained innovationin thedigital-intelligenceera.
