Abstract： Amidst the wave of technological transformation，artificial lintelligencehasprofoundlyimpacted archivalmanagement. This study focuses on the Al strategic goals of the National Archives and Records Administration，systematicallyelaborating its four core objectives： achieve NARA's business mission through Al integration，establish responsible and ethical usage normsof Al at NARA，fostera culture of innovationatNARA， and strengthen and upgrade NARA’s security and infrastructure to support the expanded use of Al/ML. The analysis highlights three defining features of NARA’s strategy： technological foresight， user-center，and ethical embeddedness.Byexamining NARA’s practices and aligning them with China’s archival practices，thispaperproposesactionablerecommendations.Specifically， China should construct a“business-technology integration”framework forsmart archival management，developa“compliance-transparency"Al governance model，cultivate an“open-collaborative" innovation ecosystem，and strengthena“secure-resilient"digital infrastructure.These measures aim to advance theintelligenttransformation ofarchival practices，elevate managementstandards，and enhance service efficiency.The findings provide theoretical insights and practical pathways for leveraging Al technologies to drive high- quality developmentin China'sarchival sector.
