Abstract：Inrecent years，APl has emerged asakey technological tool for enhancing the quality of open archival data in European countries. Thispaper examines the practices of the United Kingdom，France，andSweden in open archival data via APl from three dimensions： legal and policyframeworks，technological implementation， and strategic pathways.The study finds that the UK drives open archival data through legal-policy mechanisms，innovative APl designand nationallocal coordination;France，guided by EU directives，ensures data quality through multi- level opendata platformsand interdepartmental collaboration;Sweden，asalateradopter，leveragesinternational standards and global experiences to develop a context-specific approach. Based on thecomparativeanalysis of these cases，this pa per proposes that China should foster a policy environment conducive to APl-based open archival data，developa flexible，secure，and semantically compatible APl design framework，and explorea collaborative governance model for open archival data.
