Compliance Guidelines for Food Enterprises: Analyze and Response to the New Groundbreaking Labeling Regulations

Abstract

Food labels serve as the primary channel for consumers to obtain product information, and their standardization and transparency directly impact purchasing decisions and market order. The three groundbreaking core regulations in the food labeling area—theFo dLabelingSupervisionandManagement Measures, the revised GB 7718—2025 National Food Safety Standard——Genera StandardfortheLabeling of Pre-packaged Fo ds,and the revised GB 28050—2025 National Food Safety Standard——Genera Principles for Nutrition Labeling of Pre-packaged Fo ds, have comprehensively amended food labeling rules. This article thoroughly analyzes the key changes in the new regulations by analyzing typical cases and enforcement practices, including requirements of the authenticity of food naming, restrictions on content claims, enhanced additive transparency, standardized claims for special populations, disclosure rules for commissioned production, and innovative applications of digital labeling. It also examines upgraded mandatory labeling requirements such as the dual-indication format of production date/expiration date, allergen labeling, and new salt-oil-sugar advisory statements. Furthermore, the article highlights potential legal risks under the new framework, proposes corresponding response strategies, and advises food enterprises to shift from passive compliance to proactive management.
