A Study of Policy Effects of Urban Low-Carbon Governance on New Quality Productive Forces：A Quasi-Natural Experiment Based on Low-Carbon City Pilot Policy

Abstract： Basedonthepaneldataof284 prefecture-levelities inChinafrom2O09 to2O22，thepaperconstructsamulti-period double-diference model toempiricalltestthepolicyefectofurbanlow-carbongovernanceonnewqualityproductiveforces using urbanlow-carbonpilotpolicyas aquasi-natural experiment.Theresults ofthe studyshowthaturbanlow-carbon governance significantlycontributes totheenhancementof newqualityproductiveforcesand passes multiplerobustnesstests.Theresearch findingsshowthaturbanlow-carbongovernancepromotesnewqualityproductiveforcesthroughstimulatingindustrialdigitalization， grentechnologyinovationandpublicawareness ofenvironmental protection.Heterogeneityanalysisshows thatwhileurbanlowcarbongovernancehasapositiveefectonscienceandtechnologyproductivity，digitalproductivityand greenproductivityit promotesdigitalproductivityndgreenproductivityoresignfcantlyndeegionalterogeneityprovesthattepositiveft oflow-carbon governanceonthedevelopmentofnewqualitativeproductivityis morepronouncedintheeasternpartofthecountry and in non-resource-oriented cities.
