Abstract：National governance is closelyrelated torationalisation，andboth goodlaws and therealisationof good governance reflectthe characteristicsofrationalisation.However，thereare limitations of rationalisation in good lawand good governance，whichare manifested in the formalism and lackof initiative，stereotyped application of norms，and unidirectional evaluation standards，etc.，whichare mainlycausedbythe "cageefect" broughtaboutbytherationalisation of national governance.Conscience should be incorporated into the pursuit of good law and good governance， which is thekeytobreaking through the limitations ofrationalisation.Specificaly，conscienceshould beregardedas the inherent driving force andapplicable principleintheimplementationof goodlaws，leaving room forconscience to playitsroleunder performance evaluation.Inshort，the incentiveroleofconscience intherealisationof goodlawand good govermance should be fully considered，while the incentive for individual interests should be kept withina moderate range.
