进善旌

上古时期专为进谏良言者设立的一种标志性旗帜。尧始设进善旌，鼓励人们对政务提出建议与批评。《大戴礼记》《淮南子》等古籍对此有所记 载。设置进善旌有助于统治者广泛听取臣民的意见，避免决策失误。

The term refers to a symbolic banner for encouraging advice to the emperor. Instated byEmperor Yao to encourage advice regarding government affairs， it is recorded in Dai theElderʼs Book of Rites， Huainanzi and other classics. It helped rulers to solicit publicopinions extensively and to avoid mistakes in decision-making.
