Abstract：Withgoingglobaltentiontostaiableforestmanagemntforestcertifcatioasbcomecitialprereqsiteret productstenterEropeanndAmericanmarketsHoweer，Cinesesallandem-sizdenterprss（SMEs）oftnfacetheproblems suchashighntryarresertificaonotsnuress，digtoakcetificationillngnestatderteality developmentofforestproductrade.TakingtheforestcertificationwillngnescoflictofSEsasresearchbect，thispaperfocused onthekeyconflictbehaviorsofforestcertificationfromtheperspectiveofmultiagentinteraction.ItemployedtheGraphModelfor ConflictResolution（GMCR）toidentifyconflictstatesandtheirtableevolutionpaths，andembeddedvalidationthrougheteprse interviewcases.Theresultsrevealedthat：Thecoreconflictlayinwhetherproducerscompletedcertfcationandpurchasedhig costrawmaterials，hetherpurchasersfulfiledpremiumcommitments，ndetherthegovermmentprovidedontiuousineties. （2）Intheabsenceofpolicynterventionorunclearprocurementintentions，thesateof"onlycertifingbutnotpurchasingrawmaterials" was likely to occur，while the combination of "full-chain certification + premium procurement + government incentives" emerged as the onlydealsolutionuderultipltablityciteria.TispapertroducedteGCRmodeltoexaminethtripartitegmestructurebroke throughtetraditionalsingle-agentperspective，constructedaframeworkforbehavioralpreferenceinteractionandpolicypath identificationndexpandedthegoveanceteoryofforestcertificationstemBasedonthefiings，tepaperproposedpolicy implicationssuchasincorporatinggovementprocurement，improingtheincentiveechansm，guidingprocurementperfoce，ndbuilding an certification information platform.
