摘要：波兰新、旧版《电信法》的颁布实施、修订，在波兰电信市场开放进程中是具有里程碑意义的事件。文章旨在介绍波兰电信局（UKE）的组织架构以及其近55年的机构演变过程。

Abstract： The promulgation， implementation and revision of Poland's old and new vision Telecommunications Laws is a milestone event in the process of Poland's telecommunications market opening. The purpose of this paper is to introduce the organizational structure of UKE and its evolution in the past 55 years.
