Specialty Agriculture Development Policies and Urban-Rural Integrated Development ： Evidence from the Chinese Specialty Agricultural Product Advantage Zones

Abstract：Thedevelopmentof specialtyagriculture is essential for removing barriers tofactor mobilitybetween urban and ruralareas and promoting integrated development.Using panel data from 1428 Chinese counties between 2014 and 2023，this study treats the designation of Chinese SpecialtyAgricultural Product Advantage Zones as an exogenous policy shock andaquasi-natural experimentreflecting government support for specialtyagriculture.A multi-period DID model is employed to estimate thepolicy'simpactonurban-rural integration.Theresults show thatthepolicysignificantly promotes integrationacrossconomic，demographic，social，spatial，andecological dimensions，withfindingsobustto multiple tests.Mechanismanalysis indicates thatthe policyfacilitates integration bypromoting land transfer，attracting capitalandlaborback torural areas，andenhancing agricultural technologydifusion.Expandedanalysis reveals stronger effctsinsmall cities，agriculture-dominatedcounties，andregionswithhigherlevelsofdigital infrastructure. Furthermore，thedevelopment policies for specialtyagriculture haveasignificant spatial spillver efectonpromoting urban-ruralintegration，withathresholdofapproximately8Okilometers.Theseresultshighlighttheneed tostrengthen support for specialty agricultureand develop place-based strategies that extend thespatial reach ofpolicybenefits.
