Abstract：Realizing high-qualitydevelopment isamajortheoretical andpractical issue inthe process of Chinese modernization.The practical development ofnewquality productive forces provides guidanceand principle for exploring this major issue，and developmentaccording to local conditions ofers an important methodology todevelop new quality productiveforcesacrossthecountry.Theoretically，newqualityproductiveforces isthecrystallzationof thecombination of Marxistproductivitytheoryandfine traditional Chineseculture.Itnotonlyreflects thelawof productivitydevelopment whereadvancedproductivityreplacesbackward productivity，butalsointegrates theessenceof the"harmonybetween manand nature"and "neutralizationthought"in Chinese philosophy.Practicaly，newqualityproductiveforces emphasize promoting industrial innovationthrough scientificandtechnologicalinnovationandbuildingamodernindustrialsystemto enhancethe totalfactor productivityof productionunits.Thedevelopmentof new qualityproductive forcesshould follow objectiveeconomiclaws，withscientificandtechnologicalinnovationasthecore，andcreateatalentcultivationsystemfor scientificand technological innovation;using the modern industrialsystem asacarrer，empowerandupgradetraditional industries，cultivateandstrengthen strategic emerging industries，andadvance thelayout offuture industries;deepen the reformof systemsand mechanisms to build new relations of productionthatiscompatible with the new quality productive forces.
