Abstract：Accelerating industry-university-researchcooperationandinnovation isanimportant path toachievethe goal of building astrong technologicalcountry.The article，basedondata from Chinese A-share listed companies from 2007to 2023，usingthe launch of publicdata open platforms invarious cities as aquasi-natural experiment，byconstructing a multi period DID model，empiricallanalyzes the impact and mechanism of public data openness on industry-universityresearch cooperation and innovation.Research has found that public dataopenness significantly promotes industryuniversity-research cooperationand innovation，and thispromotion efect ismore pronounced innon-state-owned enterprises，enterpriseswith highindustrycompetition，and enterprisesinregionswith high dataopennessquality. Mechanism verification finds that public data openness mainly promotes industry-university-research cooperation and innovation by reducingthecost of information acquisition andcommunication，and enhancing the levelof trust among multiple parties.Furtherresearchhas foundthat intellectualpropertyprotectionplaysapositive moderating role in he relationship between publicdata opennessand industry-university-researchcooperationand innovation，that is，public data openness can form asynergistic linkage with intelectual property protection，thereby more effectively promoting industry-university-research cooperation and innovation.
