AbstractTracing the internal causes ofcongestion fromtheperspective of trafic demand management (TDM)willhelp us understand thecurrenturbantraficcongestiondilemma inShanghai.Thispaper takes Shanghai's transportation demand andtransportationsuplyastheresearchobject.Byanalyzing thetotalroadmileage,thetotalnumberofmotor vehiclesand the averagedaily travelof Shanghai,the averagedailytransportation volumeofShanghai's public transportation,this paper compares theinvestmentin Shanghai'spublic transportationconstructionandroadtransportationconstruction,andaalyzes thechanges in Shanghai's operating parking spaces and parking costs data,figuring outthe irreconcilablecontradiction betweenthe growing traffic demandand limitedtransportation supply in Shanghai.Using traffc situation data such as the often-congestedsectionsandintersections,thecongestion indexduringtheeveningrushhour,andthereal-timenumberof parkedandrunningvehicles,this paperdescribes space-timecharacteristicsandoverallcharacteristicsofShanghai's traffc congestion.Incombination with the theoretical framework of traffic demand management,a targeted congestionrelief strategy is proposedtousetheprincipleofeconomicleverage.Understanding thecausesofroadcongestion inShanghai from theperspectiveoftrafficdemandmanagementcanprovideareferenceforShanghai'srfined traffccongestionmanagement.
