县级国土空间规划实施传导的关键问题与优化路径

AbstractTheimplementationand transmissonofcounty-leveltitorialspatialplanningfaces manykeyproblems，involving ineffective goal transmisionand ambiguous rights and responsibilities among planning levels，the lack ofconnection betweenmainfunctionalareasandplanningdivisionsandthedificultyinimplementingtheindexsystem，thefragmented spatiallayoutcausedbythelackoftransmissonpathsof the "threelines"inthecountyarea，aswellasbotlenecks such as insuffcientconnectionof planning units，overlytight index constraints and unbalanced landuse transformation in the transmission from "general planning"to"detailedplaning".Then，theimplementationand transmissonpathof countylevelterritorialspatialplaningisproposed，thatis，taking"verticalevetransmisionanddynamicadaptation"asthemain line，through building acollaborative mechanism of "rights and responsibilities constraints + datastandards + technical empowerment"toestablishatrinityframeworkof"functionalzonng-developmentrightalocation-dynamicadjustment"， optimizingthedelimitationofthe"thre lines"andthecontrolsystemofurbandevelopmentboundaries，refiningmulti-level planing divisionsand strengthening index decomposition，andfinally takingthe detailed planningcompilation unit as the starting point to achieve efficient transmission of all elements from general planning to detailed planning.
