AbstractAsamegacityalongChina'scoastline，Shanghaipoessesauiquegeographicaladvantageofintegratedriverineand maritimeaccess.The coastal zone and marinespaces of Shanghai serve asresilient bariers for sustainable development and strategic areassupporting domesticand international dual circulation.Thisstudy，grounded inthecognitionof the developmental resources and current characteristicsofShanghai's estuarineand marine spaces，focuses on the external environmentalrisks，spatialresource limitations，andspatial governance challenges.Drawing insights from forward-looking experiences and marine strategic initiativesof global estuarine citiesornations，thisresearchadvocates foranoutwardlooking perspective and expanded maritime vision.Five key management strategies arerecommended： proposinga general framework for regionally synergistic and systematic governance of Shanghai's estuarineand marine space;reshaping the land-seaspatialpatemwithequal emphasisonconservationanddevelopment;enhancingtheresilienceofthecoastalzone to fosternaturalsymbiosisandhuman-marineharmony;innovating therenewalandcoordinatedutilzationofcoastalspatial resources; and establishing new pathways for digital and collaborative governance.
