Abstract:UnderChina’sstrategicimperativesof"PrecisionPollutionControl"and"ScientificPolltionControl",adta-driven paradigmofwaterenvironmentgovernancecordinationhasbeenpioneredinselectregionsTisodelleveragesdata-inforeddecision-makingtochestratemultisourceenvironmentalmanagement,enablingighlyeficientandtargetedschedulingTosustain continuouspefocancentissudyist(Efcyfectiess,acy)evaatiodeldcts four-tierherachicalindicatorstemwith38fundamentaletricsomprehensivelyharacterizingthepeformanceofomplexwate vironmentschedulingsystemsThefuzycomprehensiveevaluation(FCE)methodisemploedtoadressquantificationchalengesarising fromthecouplingofultipleindicatorsandinerentfunessinmanagementplicyexeutionEmpiicalanalysisndvalidatioareco ductedthroughegioalcasesudyemostratingthfrmework'sientificigorndpracticalapplicabilityisetodoloicalfra workprovidessientificallygroundedandoperatioallytransferableolkitforpfoanceevauationinwatervironentgoveance across diverse jurisdictions.
