Rules Alignment and Mechanism Coordination ： Practical Exploration and Insights from Hosting the National Games in the Guangdong-Hong Kong-Macao Greater Bay Area

Abstract：The15th National Gamesof China，jointly hostedbyGuangdong，Hong Kong，and Macao forthefirsttime，marksa landmark national-level practiceinadvancingcollaborativegoveranceand institutional integrationwithin theGuangdongHong Kong-Macao Greater Bay Area under the framework of“one country，two systems，and thre legal jurisdictions".Using this event asacase study，the paper analyzesthe driving forces and pathways through whichthethree regions promoted rule alignmentandmehanismcoordinationamid legaldministrative，andsandarddiferenes.Itsummarizsinnovativepractices incross-borderflow，safetymanagementandeventoperation，aswellasmechanismexplorations inregionalcollboration， digital empowerment，ndresouresharing.The studyconcludes that efectivecross-jurisdictionalcooperationrequiresflexible institutionsandunifiedrulesystemsachievedthroughinstitutionalalignmentandmechanismintegration.Practical， sustainable regionalcooperationcanbe fostered throughorganizational innovation，digital technology，and sharedresources.

中华人民共和国第15届全国运动会于2025年11月由粤港澳三地联合举办，这是全国综合性体育赛事历史上首次全方位“多地共办”，也是香港、澳门回归后首次全程深度参与承办全运会的重要实践。（剩余12836字）
