政府采购专家评审违法违规行为及对策研究

摘  要：现实中，政府采购专家评审违法违规情形主要分为三个方面：一是违反独立评审原则;二是违反评审工作纪律;三是违反公平、公正以及审慎原则。根据政府采购法律、行政法规、部门规章及其他规范性文件的规定，本文将以上三个方面梳理为19种情形，并提出对策建议。

Abstract： In reality， government procurement experts review violations of laws and regulations are mainly divided into three aspects： first， violation of the principle of independent review; second， violation of review discipline; third， violation of the principles of fairness， justice and prudence. According to the provisions of government procurement laws， administrative regulations， departmental rules and other regulatory documents， this article sorts out the above three aspects into 19 situations， and proposes countermeasures.

近年来，在政府采购货物或服务项目过程中，专家评审违法违规现象时有发生，必须引起采购人、代理机构、評审专家以及监管部门的高度重视，特别是评审专家更应当引以为鉴、防微杜渐。（剩余3300字）
