基于“三调”的国土变更调查技术应用与思考

摘  要：国土变更调查工作基于“三调”成果的全覆盖、全要素的整体更新，是“三调”统一时点更新工作的再延续，做好国土变更调查工作需要技术与调查工作相结合。通过实例探讨国土变更调查工作技术路线、存在问题及解决措施，提出技术成果质量控制，指出今后技术创新方向，保障调查成果的真实、准确。

Abstract： The land change survey work is based on the full coverage of the results of theThird National Land Resources Survey （shortened as "Third Land Survey"） and the overall renewal of all elements. It is the continuation of the unified time point renewal work of the "Third L and Survey". Doing a good job in the land change survey work requires the combination of technology and investigation work. Through examples， this paper probes into the technical route， existing problems and solutions toland change survey， puts forward the quality control of technological achievements， and points out the direction of technological innovation in the future， so as to ensure the reliability and accuracy of the results of the survey.

快速城市化和经济发展导致了土地利用的重大变化，这些变化对资源管理、环境保护、可持续发展具有很大影响，为此进行土地利用变化调查对于了解和监测土地利用模式的变化至关重要，为决策、资源规划、可持续发展提供了宝贵的信息，使决策者能够制定有效的可持续土地利用管理战略，有助于识别未经批准的土地使用、侵占和土地退化，有助于制定土地管理政策和规章。（剩余6317字）
