基于层次分析法和德尔菲法的民用飞机型号项目管理能力评估

摘  要：民用飞机制造企业需要具有一定的项目管理能力，以按照预定的成本、进度、质量顺利完成项目研制工作。因此，对项目管理能力进行科学合理的评估具有重要的现实意义。该文运用定性与定量相结合的研究方法评估项目管理能力，具有一定的创新性与实用性。

Abstract： Civil aircraft manufacturing enterprises need to have certain project management capabilities to successfully complete the project development work in accordance with the predetermined cost， schedule and quality. Therefore， it is of great practical significance to evaluate the project management ability scientifically and reasonably. This paper uses the combination of qualitative and quantitative research methods to evaluate project management ability， which has a certain degree of innovation and practicality.
