The Mechanism of Innovative Industrial Clusters Promoting Green and High-Quality Development of the Coal Industry： Evidence from a Quasi-Natural Experiment

Abstract： Under the“dual carbon” goals，exploring effective innovation pathways is fundamental to addressing the challenges of green transformation in traditional industries and achieving high-quality green economic development. In this process，innovative industrial clusters playa key role in aggregating innovation factors and leading industrial upgrading.This paper focuses on the national pilot policy for innovative industrial clusters.Based on panel data from 27 provinces and regions in China between 2006 and 2023，a quasi-natural experiment approach is adopted，and a multi-period difference-in-differences （DID）model is constructed to systematically evaluate the impact of this policy on the green and highquality development of the coal industry.The results show that the policy not only directly promotes the gren development of the coal industry but also generates significant indirect effects by enhancing innovation capacity and optimizing the industrial structure，and that the policy effects exhibit bidirectional transmission along both vertical（regional/industrial chain） and horizontal（ intra-industry competition）
dimensions，and are moderated by factors such as local supporting policies， geographical location， mineral resource endowment，and marketization level，demonstrating significant heterogeneity.Based on the findings，targeted recommendations are proposed from both policy design and industrial practice perspectives， providing a theoretical basis and practical references for promoting the green and high-quality development of the coal industry.
