Abstract: In order to improve the resilience and security of the supply chain of the science and technology industry,and to explore the path of“government-enterprise-market”synergistic strategy to enhance the resilience of high-tech enterprises,this paper constructs a tripartite evolutionary game model of government departments,integrated circuit manufacturers,and downstream application manufacturers under the context of emergency impact,and explores the system evolution results of the resilience improvement mechanism of high-tech enterprises using Matlab numerical simulation. Through theoretical modeling and system simulation,the evolution process of the tripartite stable strategy is analyzed,and the impact of the initial willingness and different strategy choices on the system evolution under the state of bounded rationality is discussed.The results show that the government’ s wilingness to subsidize decreases with the increase in IC manufacturers’willingness to invest to enhance resilience and the increase of downstream application manufacturers’ willingness to expand demand.The amount of government emergency subsidies need to be maintained in a moderate range to effctively encourage high-tech enterprises to adopt positive behaviors. When downstream application manufacturers choose to expand demand,IC manufacturers tend to invest in resilience to avoid delayed order delivery.When IC manufacturers invest to enhance resilience,downstream application manufacturers choose to expand demand to grasp the potential market opportunities. It aims to provide suggestions for the improvement of high-tech enterprise resilience and the stable and smooth development of the economy.
