碳达峰背景下的气候政策转移研究

——以碳排放权交易市场为例

摘 要：碳排放权交易市场是国际公认的有效进行碳排放控制和减量的政策工具，也是我国2030年前碳达峰目标的最有效工具。碳排放权交易市场在我国经历了从城市试点到行业，再到全国的政策转移。其中政府、专家智库、企业、新闻媒介等诸多主体参与政策转移过程，试点城市为全国碳排放权交易市场转移和建设积累了经验。

Abstract： The carbon emission trading market is an internationally recognized policy tool for effective carbon emission control and reduction， and it is also the most effective tool for China's carbon peak goal by 2030. The carbon emission trading market has undergone a policy shift in China from pilot cities to industries， and then to the whole country. Among them， the government， expert think tanks， enterprises， news media and many other entities participated in the policy transfer process. The pilot cities have accumulated experience for the transfer and construction of the national carbon emission trading market.
