摘要  在低生育率现实和实施“健康中国”战略的大背景下，分析中国新生儿健康现状，阐述孕妇参加医疗保险促进新生儿健康的机制和存在的问题，提出完善新生儿医疗保障、保障妇幼群体的“基本”、由“保生存”转向“促健康”的对策建议，旨在为“三孩”生育政策实施后的后续保障政策制定提供有力支撑。（剩余9342字）
