清代吉林官办参务管理述论

Abstract： The Qing government consistently placed great emphasis on ginseng management. The Official Ginseng Administration System was the most comprehensive and longest-lastingone implemented by the Qing government. The Jilin Official Ginseng Bureauserved asa key institution within this system.Its establishment and operational management documented the Qing court's gradual development and governance of the northeastern frontier regions.Meanwhile，theevolution of ginseng policies reflected the Qing government' sflexibilityandpragmatisminformulatingand implementingpolicies，and its historical limitations.
