摘要 烟区产业综合体是经济新常态下烟草农业发展一体化，实现了产业更好融合发展，是烟草农业现代化建设的重要举措。基于此，讨论了烟区产业综合体的背景及概念，并概括了烟区产业综合体的发展模式，阐述了烟区产业综合体进行开发建设的重点。

Discussion on the Construction of Industrial Complex in Tobacco Area

Abstract Tobacco area industrial complex is the integration of tobacco agriculture development under the new normal of economy， achieving better integrated development of the industry， and is an important measure for the modernization of tobacco agriculture.Based on this， this article mainly discusses the background and concept of the total industrial integration of the tobacco area， summarizes the development model of the tobacco area industrial complex， and elaborates the key points of the development and construction of the tobacco area industrial complex.
