Abstract：The science and technologycommissioner system is acrucial policyinstrument in China designed to foster the alignmentofscientificresearch institutions，universities，and industries.Basedon nationwide case studies and policyinovations，thispaper examines how facilitate technology transfer and commercialization，ofering actionable recommendations to enhance their efectiveness.The study findsthat，leveraging differentiated service mechanisms， efectivelyshortenthe transformationcycleof technologicalachievementsfrom thelaboratorytothe market.However， further breakthroughs are still needed in areas such asprecise matching，incentive mechanisms，and regional coordination.
