摘 要：为进一步规范南京市地方标准制修订程序，实现对地方标准全生命周期的科学管理，提升地方标准质量，提高标准信息化水平，本文分析了市地方标准管理系统的应用需求，实现了南京市地方标准管理系统的建设，并对系统的优化和完善进行了探讨，助力地方标准高质量发展。

Construction and Discussion of Local Standards Management System

Abstract： In order to further regulate the process of development and revision of local standards in Nanjing， realize scientifi c management of the entire life cycle of local standards， improve the quality of local standards， and enhance the level of standards informatization， this paper analyzes the application demands of the local standards management system， realizes the construction of the local standards management system in Nanjing， and discusses the optimization and improvement of the system， which facilitates the high-quality development of local standards.

0 引 言

2018年，新的《中华人民共和国标准化法》正式实施，新法第十三条规定了设区的市级人民政府标准化行政主管部门根据本行政区域的特殊需要，经所在地省、自治区、直辖市人民政府标准化行政主管部门批准，可以制定本行政区域的地方标准，明确了市级地方标准法定地位。（剩余4490字）
