山东省流域生态补偿实践及建议

摘要：简要梳理国内流域生态补偿机制从概念提出到逐步完善的历史演变，重点介绍山东省流域生态补偿方面的发展历程，及其在全国率先实现县际流域横向生态补偿全覆盖的实践案例，总结其借鉴和启示意义，并对下一步山东省和其他地区流域生态补偿机制的优化和完善提出相关建议。

Practice and Suggestion of Watershed Ecological Compensation in Shandong Province

Abstract： This paper briefly reviews the development process of ecological compensation mechanism from proposal to further improvement and the situation of ecological compensation in some provinces （cities）. Introduced the experience and practice of realizing the full coverage of horizontal ecological compensation among counties in Shandong province. The significance of watershed ecological compensation in Shandong province was summarized， and some suggestions for the next step of water ecological environment management were put forward.
