跨区域水污染协同治理研究

摘要:由于上游、中游和下游的利益诉求和监管力度不同,长江经济带跨区域水污染治理难以协调一致。为化解困难,贯彻长江大保护战略,应建立完备的法律法规体系,成立流域水污染综合治理机构,构建科学的绩效考核评价指标,完善权责协同问责机制,优化治理平台协同制度,塑造协同治理理念,有效治理长江水污染。

Study on Collaborative Governance of Cross Regional Water Pollution

Abstract: Due to different interests and regulatory efforts in the upstream, midstream, and downstream, it is difficult to coordinate and unify cross regional water pollution control in the Yangtze River Economic Belt. In order to resolve difficulties and implement the strategy of protecting the Yangtze River, it is necessary to establish a complete legal and regulatory system, establish a comprehensive governance institution for water pollution in the basin, construct scientific performance evaluation indicators, improve the mechanism of power and responsibility coordination and accountability, optimize the collaborative system of governance platforms, shape the concept of collaborative governance, and effectively control water pollution in the Yangtze River.

长江流域是我国综合实力最强的地区之一,伴随长江经济带城镇化和工业化的持续推进,该区域正面临水污染事件频发、流域内湖泊富营养化等问题,加之流域内治理规划的差异,该流域水污染治理面临严峻的挑战。(剩余4067字)
