系统治理视阈下城市生态环境共治共管机制探索

摘要：近年来，我国城市生态环境保护取得区域性、阶段化的胜利，但部分地区仍然面临城市生态环境治理的困境，存在城市生态环境治理尚未系统化、治理主体互动效能低、机制不健全等问题。本文从系统治理的视角对这些问题进行分析，并提出城市生态环境治理的优化途径，以实现城市生态环境共治共管。

Exploration on the Mechanism of Urban Ecological Environment

Co-governance and Co-management from the Perspective of System Governance

Abstract： In recent years， China’s urban ecological environment protection has achieved regional and phased victories， but some areas still face the dilemma of urban ecological environment governance， there are problems such as the lack of systematic urban ecological environment governance， low efficiency of governance subject interaction， and incomplete mechanisms. This paper analyzes these issues from the perspective of system governance and proposes optimization approaches for urban ecological environment governance to achieve co-governance and co-management of urban ecological environment.

新时代，为了建设人与自然和谐共生的现代化，必须把保护城市生态环境摆在更加突出的位置，科学规划城市的生产空间、生活空间与生态空间，处理好城市生产生活和生态环境保护的关系，既提高经济发展质量，又提高人民生活品质。（剩余4108字）
