Ecological risk governance framework: theoretical logic and construction path

Abstract：Constructingaientificologicalisgoveanceframeworkisteeytodentifngontrolingndmanagingcoloical risks,andanimportantpathtoaliingustaiableeconicdsocialdevelopenteaticletookteoneptofomplexstes asitsorefoudooeaeprocssitsympasiseliedoeeralprossprplesoftevelometandelutio ofecologicalrisksandthetheoryofcomplexsystemgoverance,integratedtheOECD'sKeyRiskGovernanceRecommendationsnd employdtheinductivemethodtoevealthetheoreticallogicandconstructionpathofecologicalriskgoveanceframework.hersults showedthat:Theharacterisicsofthefivestagesintheevolutionofecologicaliskshadtemporalcorrspondencewiththeodes andactionsofecologicalriskgovernance.Therewasamethodologicalcouplingbetweenthecomplexsystemgoverancethatempasized multi-stakehollati,actolageaicaptatio,allmtatospoibiliteraltio continuousfeedbackandologicaliskgoveance.Thegeneralprocessprcipleofecologicalriskevolutioandtheteoryofcomplex systemgovernancerespectivelyprovidedtheoreticalsupportfortheconstructionofecologicalrsk goveranceframework fromthe perspectivesofstage-basedlawsandmethodology.（2）Ecologicalriskgovermanceframeworkconsistedoffivecorelinks:dynamic identificationsessntndimationsingfulatoofagentommedatios,sponsedriladation ofstrategicplastufnoeteodooaceproc,mostratisctractestofracticalatio lifecycle,multiplecoordinationanddynamicadaptablity.Thacademiccontributionof tisarticleliedin:Fromtheperspectiveof integratingthoryandpractice,itevealedteteoreticallogicandonstructionpatofcologicaliskgoveranceframeworough theinductiveethod,andpromotedtheexpansionofresearchhorzonandgoverancepracticeofeologicalrisks.Futuresearchon ecologicalriskoveancewillgdallyeveloptowardstheoreticalintegratioandparadigminnovation,ulti-agentcollbotie governancemechanism,egionaldiferentiatedgovernanceadglobalcollaborativegovernance,goverancetooldeveloentand technological ethics,and long-termeffects and causal inference.
