Abstract： This article outlines the basic concepts of telecom universal service， studies the current situation and difficulties of telecom universal service in Baise City， and discusses strategies for promoting telecom universal service in Baise City in the context of comprehensively promoting rural revitalization， with the aim of providing relevant reference for the promotion of telecom universal service.

1  电信普遍服务基本概念
