Abstract： The arrivalof the digital age provides new opportunities and challenges for protecting and revitalizing world heritage. In this context， safeguarding cultural heritage requires a balance between technological progress and public participation， achieving the integration of tradition and modernity. This article takes Kulangsu，a world cultural heritage site in China，as an example to systematically explore how digital technology can be deeply embedded in heritage protection practices to enhance public participation， promote cultural inheritance， and facilitate the revitalization and utilization of heritage. Specifically，this article analyzes the community governance model， cultural dissemination methods，and tourism development path based on digital technology，and summarizes the specific achievements of Kulangsu in policy innovation and practical implementation. By summarizing the experience of this case，this article aims to provide theoretical reference and practical guidance for the protection and utilization of other heritage sites in the context of digitalization.
