Abstract：Using paneldatafrom30provincs inChinafrom2011to202 andemployingadiffrence-in-diferencesmodel， thisarticlesystematicallanalyzestheimpactoftheprovincialgovernor'sresponsibilitysystemforfoodsecurityonthenew quality productive forces in foodand itsunderlying mechanisms.Research findings：The provincial govermor'sresponsibility systemforfoodsecurityhasapositiveefectonenhancing thelevelofnewqualityproductiveforcesinfod;andthisconclusion still holds trueafterrobustnesstesting.Theprovincial goveror'sresponsibilitysystemforfoodsecuritymainlypromotesthe developmentofnew laborobjectsandnew labor materials.Heterogeneityanalysisshowsthattheprovincialgovernor's responsibilitysystemforfoodsecurityhsapositiveeffctonthenewqualityproductiveforcesinfood，whichisparticularly prominent in provinceswith large grain planting scalesand coastal areas.Mechanismanalysis further indicates that the provincial governor'sresponsibilitysystemforfodsecurityenhances thelevelof newqualityproductiveforces infoodby promotingthedeepintegrationofruralindustries.Local govermmentsshouldactivelypromote themultidimensionalintegration ofruralindustriesandadvancethedevelopmentofnewqualityproductiveforcesinfoodtoensurethefoodsecurityof hina.
