国内外直升机民用航空商业运输运行规章现状

摘  要：我国在直升机民用航空商业运输方面一直缺少完整统一的运行规章。因此，民航局于2022年1月颁布了新修订的规章《小型商业运输和空中游览运营人运行合格审定规则》（CCAR-135R3），于同年7月正式施行。针对新规章中的直升机运行部分，研究梳理了国内外相关运行规章的发展与现状。

Abstract： China has been lacking complete and unified operating regulations in the aspect of helicopter commercial air transportation of civil aviation. Therefore， CAAC promulgated the newly revised regulation CCAR-135R3 in January 2022， and it came into effect in July of the same year. For the helicopter operation part of the new regulations， the development and status of relevant domestic and foreign operation regulations are studied and sorted out.
