Abstract：【Objective/Meaning】The study aimed to clarify the differentiated impact of govermment policy regulationand behaviorregulationontheenvironmental participation behaviorofresidents，andtorevealthethemoderatingeffectof environmentalcognition，soastoprovidetheempirical basis forformulatingthepreciseenvironmental goverancepolicies. 【Methods/Procedures】Basedon CGSS 2018data，the principal component analysis method was used to reduce the dimensionof relevant variables.Then，the OLS model was used to explore theimpactof government policyregulationand behaviorregulationon theenvironmentalparticipationbehaviorofresidents，ndtoanalyzetemoderatingefectofenvironmentalcognition.Furth，the robustnesstestwascadoutbyduingtesampleregressonadinreasingthecontrolvarableregression，andtheedogenous problemwas discussed by using the propensityscore matching method.【Results/Conclusions】Both the government policy regulationandbehavioralregulationsignificantlypromotedtheenviromentalparticipationbehaviorofresidents，ndtheimpactof behavioralregulationwasstrongerbeforetheinteractionofmoderatingvariableswereaded.Theenvironmentalcognitionhada positive moderatingeectonbothpolicyrgulationandbehaviorregulation，anditsmoderatingeffectonpolicyregulation was greater than that on behavior regulation.
