A Study on the Influencing Factors of Government Data Openness Performance under the Perspective of Dynamic Capabilities：Dual Evidence from fsQCA and Regression Analysis

AbstractHowtoachieve high-qualitygovernmentdataopennessandfully leverage thevalueofdataelements have emergedasacriticalconcernforbothacademiaandindustryindigitalage.Basedonpaneldatafrom2lprovinces，this study introduces the dynamiccapability theory toestablish a“capability-performance”analytical framework.Byemploying a mixed-method approach that integrates fuzzy-set qualitative comparative analysis （fsQCA）and regression analysis，thisstudy exploredtheseparate impactofeachcapabilityandtheir interactiverelationships ongovernmentdata openess performance.Theresults shows：capabilities including institutional design，technology asimilation and data provisioning haveasignificant positive impact on governmentdata opennessperformance;these capabilitiescannot independentlyconstitute thenecessaryconditions forthe high-performanceof government dataopennes;thesecapabilities formthreeconditionalconfigurations leading to the high-performance of government dataopenness：the“opportunity perception”type，the"comprehensive driving”type and the“rapid response”type.
