Abstract：For the complex system of“port-industry-city” composed of the three subsystems，port， portrelated industry，and city，the evaluation index system for“port-industry-city” system high-quality synergetic development is established with considering green development indices from the complex system perspective.The index data of six port cities are adopted in Liaoning coastal economic belt from 2013 to 2022.The methods of entropy weight，order degree，coordination degree，coupling degree and synergy degree are comprehensively used to measure the relevant development levels of the“port-industry-city" system.The research results show that port-related industries and cities become gradualy the weak links restricting the high-quality synergetic development of the“ port-industry-city” system with the improvement and development of port subsystem. When city economy reaches a certain level，cities pay more attention to green development indices such as ecological environment. The synergy degree of the “ port-industry-city” system in Liaoning coastal economic belt is basically between general synergy and good synergy. The promotion strategies are put forward for high-quality synergetic development of the “ port-industry-city” system in Liaoning coastal economic belt according to the research results.
