农村积分制运行的基本框架与治理机制

——以山西省L市P县“道德银行”为例

摘要：以山西省L市P县“道德银行”为例，通过评选、奖惩、监督和资源保障4个机制，分析乡村积分制运行框架，并探讨情感治理机制、规范治理机制、政社协同机制的实践机理，创造了“坚持党建引领、政社协同、情法共治”的乡村治理新路径。

The basic framework and governance mechanism of rural integral system：

Taking “morality bank” of P county， L city， Shanxi province as an example

Abstract： Taking “morality bank” of P county， L city， Shanxi province as an example， through the four mechanisms of selection， reward and punishment， supervision and resource guarantee， the operation framework of the rural integral system was analyzed， and the practical mechanism of emotional governance mechanism， normative governance mechanism， coordination mechanism of government and society were discussed， a new path of “adhering to the guidance of party building， cooperation between government and society， co-governance of emotion and law” in rural governance was created.
